System MMTS – a unique network of the business information
About System of Inter-regional marketing centres (MMTS) there was a speech on last forum BINFO in Igor Feliksovicha Mihajlova's performance(statement), directors according to this system. It seemed to us, that this system deserves that about it(her) to tell for she(it) in the sort is unique.
System MMTS administers the own information network filled with information resources which most part is present at open access. The basic databases: “ the Enterprises and the organizations ”, "Offers", “ the Catalogue of the goods and services ”, “ Investment projects ”. Besides weekly monitoring “ Melkooptovye the prices in the regional markets ” is conducted. Already from the name it is visible, that it first of all the operative information required for acceptance of operative business decisions. The beginnings from a question on how came to idea of creation of open system of the marketing information.
“ Powerful information files are created usually either large marketing firms, or commercial and industrial chambers and are seldom accessible to huge number of the small enterprises and firms ”, - speaks I.Mihajlov. - “ the Moscow government in 1997 has shown the initiative and has allocated money to creation of an information network of open access, being guided on small business ”.
It is necessary to tell, that the government of capital and supervises work MMTS through complex(difficult) system uchreditel'stva. Participants of System MMTS can be the marketing firms legally connected to the Moscow fund of support of small business: the Fund or is one of founders MMTS, or concludes the contract about joint activity. The Moscow fund which is the authorized operator of the target means selected with the Moscow government on development of small business, - the co-owner of all enterprises of holding. But System MMTS has no direct budgetary financing. She(it) receives the income of commercial operations or as the executor of projects of an infrastructure of support of MT.
Now 67 Inter-regional marketing centres in regions of Russia, the separate countries of the CIS, and also in some states of " distant foreign countries ” operate. I.Mihajlov emphasizes: System MMTS - not only the information network, but also system of the companies which work in uniform standards, can serve the client where it(he) was, whence has come ”.
Creation of an inter-regional network passed not without effort. The initiative of muscovites firstly here and there in regions was exposed to critical enough consideration. On words Mihajlova, some local administrations have declared all economic information of the given region or area "property" of the local government. Interdictions on “ export of the information ” were entered. But life, real needs(requirements) of development of the national market, at least, have forced then local heads to not insist on execution(performance) of the decisions accepted by them on restriction of access to the commercial information.
During our conversation Mr. Mihajlov some times emphasized, that System MMTS cannot be considered(examined) as extremely information. Its(her) functions are much wider. Rendered services are conditionally subdivided into three groups:
Actually information services. There are databases which replenish in a daily mode. Employees of the centres collect the information on the local enterprises, on offers, investment projects, on the goods and services. All this is stored(kept) in uniform formats in databases and are accessible through the Internet. The information is free-of-charge, except for access in a database about the enterprises for which unregister users should pay small money.
Marketing and presentation services. In the Internet it, first of all, rent of " virtual office ” which allows the enterprise to combine Internet - representation with the protected system of corporate document circulation. In "oflajne" is a complex of the services incorporated under the term “ presentation marketing ”: active search of business partners in regions on the parameters determined by the customer. Besides under orders of clients researches of the market are carried out, other analytical products are created. System MMTS allows to make similar services more cheaply as additional charges on search and hiring in regions of subcontractors are not required.
Other commercial services - from intermediary before participation in investment projects.
Conversation from I.Mihajlovym, naturally, is focused on information aspects of activity MMTS.
“ Databases are not under construction by a branch principle, - speaks I.Mihajlov, - we Collect files on everything, that comes across, as everything can be necessary for the potential client, everything. We use own qualifiers of production, kinds of activity etc. Why we collect the information on all branches? Economy a thing mobile. What for itself is conscious to exhaust in frameworks? Offers distributed to concentrate on light industry, on food, but the branch approach was rejected. At the same time it is weekly published marketing market reviews which basically are devoted to the market of food stuffs.
The information is flown down on the central server of System MMTS. In each regional centre there is a intranet-system: a server, less powerful, but in the same program environment, with the same databases. However data only on the given region here gather. All procedures of information interchange between central and regional servers are worked. All regional information is submitted on the central server, but rights on its(her) updating, editing, removal(distance) belong exclusively to its(her) suppliers - to the regional centres ”.
It is interesting to learn(find out), whether it is a lot of representatives of small business have opportunities and really use the Internet for gathering the commercial information, in particular, your on-line system?
I.M.: “ Let's count. In Moscow about half-million registered MT. Alive – approximately half. From working MT, by our estimations, 30 % have access in “ a web ”, and about 80 % use e-mail. But it in large cities. In other Russia the Internet is accessible 5-10 % of the enterprises, no more. Position is aggravated with that in many regions the industry of telecommunications monopolizirovana and signalmen unreasonably lift up tariffs ”.
Whether there is at you an information on the foreign markets?
I.M.: As the System is focused on attraction of business - partners and investors in the Russian economy also we collect the information on Russia. Our foreign centres also are focused on work with the companies which are interested with Russia.
On Russia you count what information the most valuable in the general(common) data file which has MMTS?
I.M.: It first of all, the information on the enterprises. Except for the standard form (the address, the head etc.) the detailed description of a structure of the enterprise, his(its) products and services is possible to find.
Also it is a unique database, in which it is necessary to pay for access?
I.M.: Yes, unique. And the quotation small as the project is carried out within the framework of the Complex program of the Government of Moscow on support of small business and we have no right to sell the information under really working market quotations. Approximately 800 roubles for monthly using. The symbolical payment having faster psychological value.
You study users of system? Who they? What branches represent?
I.M.: the Available database of users allows to draw a conclusion that overwhelming majority - small enterprises, and also businessmen without formation(education) of the legal person. Though we do not limit the klientskuju base. At the same time there are examples of cooperation and with the large companies. At them usually special interest to the regional staff which are necessary for them for work under their own projects.
What information most of all interests users?
I.M.: It first of all the information connected to search of partners, suppliers, dealers. On the second place the information on the regional markets - sales volumes, segmentirovannost', the prices. I would include references(manipulations) of foreign clients in third group of inquiries. They are interested with opportunities of forming of attitudes(relations) with local administrations. And we really can help in this business as our regional centres lean(base) on local authorities. The last are included into number of founders MMTS and if do not enter all the same support. As I already spoke, initial tendencies of regionalism are successfully overcome, and we work with administrations amicably. So in heads of the regional centres does not cause difficulties to go in administration, to discuss and help to solve any question.
So far as you have mentioned the foreign companies, it would be desirable to learn(find out) your opinion on competitiveness of domestic small business in view of the expected introduction of Russia in VTO, so in the long term - more open home market for the international competition of our country. For example, whether will press again western food products a domestic production how it was observed about ten years back in large cities?
I.M.: I specially did not study a question on consequences of entry of Russia in VTO. Crisis of 1998 has caused boom "importozameshchenija". It is well visible on an example of rough development of the food-processing industry. Western beer, sausages and dairy products essentially potesneny. But if membership in VTO will demand decrease(reduction) of import duties for the consumer goods, that, I am afraid, it will negatively be reflected in small enterprises. Though, the consumer, that is we with you finally will win.
And last question to the director according to System MMTS to Igor Mihajlovu: about immediate prospects of development of System.
I.M.: “ In leaving year we have created own veb-a portal - a complex of the interactive services, allowing to form an information file due to activity of users. Entering in a portal, the user can leave the card of the enterprise free-of-charge. There are also other ways to declare themselves. For example, to open the virtual office, using our program development - a combination of a veb-site and system of document circulation. Since 2002 users can use free-of-charge e-mail and also create own dispatches, participate in auctions.
